About David

David Carr is a native Staten Islander who currently serves as Chief of Staff to New York City Council Minority Leader Steven Matteo. David has been a focal point of the Mid-Island Council office from the start of the Minority Leader’s tenure in 2014 and handles a broad range of issues from constituent and community matters to moving legislation in City Hall. In less than seven years, David helped negotiate the 23 of Minority Leader Matteo’s bills that became law, which is a record for a Staten Island Council Member.

A lifelong resident of Grasmere, David attended St. Christopher’s Preschool, PS 48, and the former St.John Villa Academy for elementary and middle school. David went on to graduate from Monsignor Farrell High School and the prestigious Georgetown University.

David has had a lifelong passion for government and politics and began getting involved in campaigns at the tender age of 10 years old by stuffing mailings and doing literature drops for Guy Molinari’s final run for Borough President. He continued to be involved in races over the years and decided to dedicate his professional life to bettering his community through political action. After being staff on campaigns for two years, David began working in government doing constituent services in the United States House of Representatives. David eventually became the Chief of Staff to newly elected Assemblyman Joseph Borelli before taking on that role for Steven Matteo.

During his years as a staffer, David always kept up his commitment to the Republican Party and has worked a number of campaigns to get his fellow Republicans elected or re-elected to public office. He has also been an active member of the Staten Island Republican Party’s County Committee (SIGOP) since 2009 and its Executive Committee since 2012. He is a former President of the Richmond County Young Republicans and First Vice-Chair of the SIGOP.

    Today, the City Council passed Councilman Steve Matteo’s bill to make the expanded Veterans tax exemption permanent! Minority Leader Matteo has passed this bill, and 26 others, in a Democrat-dominated City Council with only two other Republican members.

    As Councilman Matteo’s Chief of... Staff, I know firsthand that our office puts delivering results for our constituents above anything else. That approach will not change if I am elected to be the Mid-Island’s next City Councilman.

    Later today, the full City Council is expected to vote on my bill making permanent the Alternative Exemption for Veterans, which has provided more than 39,000 vets & their families w/significant property tax relief
